Richard C. Schragger
Walter L. Brown Professor of Law
Richard C. Schragger has been on the UVA Law faculty since 2001 and is a leading scholar of local government law, urban policy, and the constitutional status of cities. His book City Power examines how cities can leverage their economic and political power in a globalized world. He has published extensively in the Harvard, Yale, Chicago, and Virginia law reviews. He is a member of the American Law Institute and has been a visiting professor at Columbia, NYU, Chicago, and Georgetown.
Teaching Style
Professor Schragger uses a problem-oriented Socratic method that pushes students to think about how law structures power relationships between cities, states, and the federal government. He draws heavily on current policy debates to illustrate doctrinal concepts and is known for challenging students to question conventional assumptions about property rights and local governance. His classes are interactive and intellectually stimulating.
